They already had precautions in place that if the chase turned high speed and dangerous they would pull off. Especially if they already knew who they were chasing.  Now, they can't pursue even if they see the crime happening.  Some times the State Patrol doesn't follow the rules and pursue anyway, but when the criminal knows that they wont be pursued, they commit these crimes when they otherwise wouldn't. 

It's getting so bad that you'll see vehicles driving around with expired tags. Cops wont pull you over for it anymore.

That's the case here as well. A local news story, a lady had her car stolen. She called the cops and they wouldn't come out to take a report. So she filed the report online. And the cops were very honest with her and told her they wouldn't be spending any time looking for it, because there are just too many stolen cars every day in St Louis to mess with. So she started doing her own detective work, she remembered that she had On-Star, but she had never used it, but On-Star told her where her car was and she went there and stole it back.

At some point you have to ask, What the Hell are we doing as a society allowing this to continue?

Those are misleading numbers. I don't know where to search for it, but I saw a study that looked at violent crime statistics in relation to climate. IE, locations with warmer weather saw higher annual rates of crime because people are out in the community more in those states. When adjusted for the weather, Chicago, NY, Detroit, Milw, etc. all jumped to the top of the list.

I just got off the phone with the King County Sheriffs office. They are pretty up front about not spending any time on these.  They just said fill out a report online so you can get a case number to give to your insurance company. 

They did pass a law in Washington State making it more difficult to sell the converters in scrap yards, but in my opinion, it doesn't go nearly far enough.  The scrap yards can only pay with a check or something traceable.  It does nothing to prevent the scrap yards from buying the stolen converters.  I doubt that they spend any time tracking these down so I'm not sure what the point of passing the legislation was.

In Missouri if you remove the Dem controlled cities our murder rate is almost null. ie,
St Louis (Democrat control) population 300k 194 murders .
Kansas City, Mo (democrat control) population 450k 150 murders
Springfield, MO(republican control) poplulation 164K 11 murders (republican control)

Back during the copper stealing epidemic, they passed a law saying recycling yards had to pay with a check and get a thumb print of the seller. I don't know if this worked or not.
Copper theft is not a huge thing anymore, but I think that it is more to do with the price of copper than anything else
About 5 years ago it was crazy. Thieves were stripping AC units off the roofs of commercial buildings over the weekends and pulling all the wiring out of high school football and baseball fields.
I had all the brass sprinkler heads in my front yard stolen so I replaced them all with plastic ones

That sounds plausible but there was a newspaper article I read in 2002 that says you're wrong. I can't find any proof of it online though, so those republican states probably removed it #rememberwaco
