I think if cops want to go for a jog, they should do it out of uniform,
obvious targets for a long list of individuals.

That is unknown, at least to the public.
All they've said is the driver was a 22 year old male and he was not under the influence of drugs or alcohol.
He was driving the wrong way on a one way street.
