Texas gets that from fleeing Californians, and where I live in NW Indiana, we get the influx of Illinois people fleeing their shitstorm of a state and then try to push the same ideals that created the Illinois shitstorm over here.  I think they like the freebies of a liberal state but want the freedoms and lower taxes of a conservative state.
