We have a bunch of homes in downtown Riverside that are historical building.
You can't sell them because no one wants the headaches.
You can't modify or even paint without the approval of the historical building committee
and if you don't keep them up to the standards demanded by the historical committee, they will sue you and force you to do so. The historical committee is like a homeowners association from hell, with the full power of .guv
to force your compliance.
I'll bet a whole lot of the buildings in that town were firetraps, but the owners couldn't fix the problems, even if they wanted to.
