How could someone be a fascist and also want to reduce the size of Federal government and send the power back to the states?

Biggest reason: because isn't a universally accepted definition of Fascism, still much debate. It's just an "I don't like you" term now. Another word either stripped of meaning though repetition, or a word that never had a concrete meaning to begin with: ie, a flexible political strawman you can associate with badness, in relation to another perceived 'historically bad' person/movement. It started out as a short name for Mussolini's movement "Fasci d'Azione Rivoluzionaria" or Leagues of Revolutionary Action, but obviously has been conflated to much bigger strokes and doesn't just mean "Leagues" any more.

By that definition the NHL and NFL are hardcore fascist organizations, although I'm sure someone may argue that is true.

I'm actively trying to read about the definition, and it's hard to come by something reliable to go on past: Hitler Bad, Orange Man Bad because Hitler Bad, Same Bad.

I have no idea where those rumors came from or what they are about. The reason I bring this up; yesterday someone posted a meme of Trump working at McDonalds with a caption that basically said "I knew it was true. Trump works at McDonalds for less than an hour and they have an E. coli outbreak".   

I didn't think that anyone here would see the humor in that one.

Preface to post election violence

This is not just the normal heated rhetoric that comes out in the final weeks of a close presidential election. This is something else. It is at least a tacit call for violent resistance, for insurrection, and even for a third assassination attempt against Trump.

It's hard to overstate how reckless and dangerous this is two weeks before an election that Harris appears to be losing. Having staked out this rhetorical ground, what is she supposed to say if she loses the election? How is she supposed to concede? Will she come out and say, "Sorry everyone we tried hard to save America but now you must all live peacefully under the new Hitler?"
