Odd chamfer callouts

Lately I'm seeing more and more prints wanting a chamfer on a tapped hole that is smaller than the tap size.
For example an M16 x 2 tap with a 15.8mm x 90 deg called out.

That's what I'm guessing is a fuckup on the "engineer".

The standard Helicoil spec calls out a csink smaller than maj dia on smaller dia helicoils.

2-56 maj .109-.113
csink .090 -.110 x 120 deg

I guess you could get a csink if you pushed everything to limits.

Chamfer if probably driven by the minor dia of the hole and then they just did a standard chamfer that they use everwhere else and it just so happens to be a little smaller? Errorginerring at its finest?

Print just calls out M16 x 2-6H RH thru.
