I guess I'm not following you. What do you mean by population disparity problem? If the country is divided in equal numbers of people, groups of house districts, then it really doesn't matter where they live. If half a million rural residents of MN move to the twin cities area for opportunity, then after the next census the districts will be changed to represent that, but no district will have greater pull than others.

They live in the urban centers. in my proposal, the bigger they get the more districts they will have. This actual favors diversity in representation as the population growth is not all one party support or another

As I said, I see it as a half way measure between the current system and a popular vote. I don't fully support a popular vote, but I don't like that many millions of people live in states that they will never see their vote actually choose the president under the current system. I think there is probably a right number of districts to have versus the total population. I just have not put much thought into it. The current 435 districts are getting pretty big (765,000 per district as of 2020). I don't know when would be a good population number to add districts or not.

Electoral college here to stay. (I pray!)

Its ingenious. It gives the smaller states a say in presidential elections. Why each state has 2 senators. It was a compromise (the larger states have more representatives).

Exactly. It forces the politicians to play games with the little guys outstate and not just pander to the big cities.
