Yes, there will always be classified R&D Defense projects, and rightfully so.
But that doesn't mean that there should be ZERO accountability for them as there always was in the past.

Creating and funding a 'Classified R&D Projects' budget item within the overall DoD budget structure can at least provide an accountability mechanism for those tax dollars without compromising national security. 

Select Congressional committees could have access to sensitive details on a need-to-know basis for the purpose of oversight, which is not perfect, but far better than just siphoning off billions of taxpayer dollars into a black hole with zero accountability.

I see it as a Catch-22. They need some sort of oversite but I'm not sure I trust any lawmaker with that kind of information.

Agreed.

That's why I said it wouldn't be ideal to have Congressional oversight, but it would be better than no oversight at all.

We have to trust our Reps. and Senators to a certain degree anyway, so when they are involved in high-level, closed-door meetings, that trust has to still be in effect.

We all know D.C. leaks like a sieve, so we would need to make sure that any Rep. or Senator, or their staff, who is caught leaking classified information should face the MOST severe penalties.  :yes:

Firing squad 100% of the time. EVERY TIME! And it's FAST. We find out. You get arrested. Trial is fast tracked. Appeals are fast tracked. Once appeals are exhausted you have 24 hours to live.

If it is later found out the wrong individual was tried and/or evidence was manufactured, the Prosecutor and the WHOLE PROSECUTION TEAM down to the person that just copied paper, they meet the same fate. No appeals.

That should be a sufficient deterrent on both sides to keep shenanigans to a minimum. It is DC though and shenanigans is it's middle name.

As it is now, there is no deterrent for treason anymore. You get 3 hots and a cot and all the sex you can handle.
