California  paid a herd of college student millions to follow cows around counting their farts and picking up their cow pies.
The data was used to develop a spreadsheet/app my wife has to fill out monthly.
The finish results of this app compute the quantity and purity of methane gas produced by all the cows on the dairy.

She has to input number of cows, age, sex, type, diet (dozens of categories), pregnant (yes or no) and a bunch of other factors. I'm sure throwing darts at a calendar would be just as accurate, but the fines for failing to deliver this report are eye watering.

2nd, he ABSOLUTELY said that and believe me when I tell you this, even I was surprised. I am RARELY surprised when a politician spouts stupidity, even less so when it's a People's Republik of Kommieforniastan Democrat spouting said stupidity. 

It was in THAT moment I knew California was doomed forever. There's is just no coming back from that kind of mentality. And THAT mentality is what drives legislation in that state. I'd had an inkling it was the end, because by then we'd had a solid 10 years of Democrat rule top to bottom, and a Democrat Super-majority in the legislative houses. But this... this isn't out of the box thinking. This is "I'm Jerry Brown, your Governor, and I KNOW WHAT'S BEST." And you know, you just can't come back from that.
